Her temper tantrum was more important than somebody who might be getting beat up or robbed down the street or crowd control at a murder or a fire. So, yeah, let's take other officers away from their current activities just to back up one cop so he could arrest her.
Try thinking about it from his perspective. She escalated the situation. All she had to do was sign the damn ticket. She started it. It was HER actions that were poor in judgment. I feel sorry for cops who have to deal with crap like that.
