The whole concept is ludicrous. Are we supposed to put every incident of Congress cutting funding on a project that is shown to be wasteful, fraudulent, useless, or otherwise suspect into this category?
ACORN does not have a Constitutional right to government funds, and cutting them off is not a legal punishment.
