People make pathetic excuses about it not being socialism because the government doesn't actually "own" the means of production. It's obvious that when the state controls every aspect of how a business operates, it doesn't really matter whose name is on the title. That business is run by the state.
Now if you want to get technical, a system where the means of production are theoretically privately owned but controlled by the state is called "fascism." We can work with that term if you like.
