Overimplification
You're absolutely right, and I agree that I put forth too simplistic a thesis. I imagined a spectrum of political experiments producing the best not-too-hot/not-too-cold answer, but of course that doesn't work very well if remember to keep track of time and the temporal separation of all those experiments.
