A bureaucracy's first job is the preservation and growth of that bureaucracy.
Sadly, I don't think this can be refuted. Bloat and inefficiency are really the only possible outcomes. From what I can tell, most or all government employees seem well-acquainted with the problem, but appear to harbor no hope that the rules of the game can ever be changed.
