The flaw in your premise is that you think government bureaucrats WANT this changed. What do they have to lose under the current situation?
Heritage covers the benefits of government employment in excruciating detail here. Just the bullet points at the beginning get most of the message across.
Add to that the power inherent in government positions, and what's not to like?
