You make some good points.
Some of it may come from Ocean Liners, of course. I also remember that Vancouver Island (and probably other Canadian places) used to use the Pacific as their dumping ground for refuse. It floated down to Seattle much to Seattle's consternation. That may have changed by now, of course. But it was true when I visited Victoria, BC around 12 or so years ago.
