My take is that it is probably a set up by Chaplin.
The hearing aid explanation seems to be grabbing at straw. I prefer the, talking to herself while holding something of no consequence, over the hearing aid.
I haven't seen anyone suggest that Chaplin just put it in the film as an Easter egg for no good reason, so it is at least an original theory. Who knows what, if anything, he meant by it.
