Most of the problems we're in now are because our leaders believe their own fiction.
I wonder. Why are they the "Clinton" years and not the "Gingrich" years? Anybody remember where budgets actually come from? I suspect that without the 1994 Republican victory, things wouldn't have looked quite as rosy by 2000. Even so, spending went up every year. Revenues just caught up for a year or two.
And even your linked article mentions the influence of the dot.com boom.
As for your foreign policy, you're right that genocide always works, and it's relatively easy. I wouldn't recommend it thought.
