Go do a "Google" of "Clinton vetoes." Look for cases where the Republicans wanted more government controls, higher taxes, or more spending. I'm sure there must be one or two, but I'm not coming up with one. Maybe something or other for more defense spending?

There's a complete list of his vetoes here, but I'm not inspired enough to look up each bill and figure out the whole thing.
Try and remember that in the early years of the Clinton administration, "balanced budget" proposals from the Republicans, including Constitutional amendments, were considered to be something from the kook fringe by Democrats.
Another view on balanced budget credit from the Cato Institute.
