Unfortunately. However, I doubt if there has been a bill passed for something like this issue where citizen complaints did not come into it. It only takes a couple of horror stories to bring out the troops to try to rectify what they perceive is a failure of the system.
Take, for instance, those damnable forms on HIPAA that I curse every time I go to the doctor's office (which is frequently now). Some places played fast and loose with medical information on people. How many times have medical files been leaked to the press on politicians or movie stars? How many times has medical info been a subject of gossip by people working in providers' offices? Maybe not endemic but often enough that it did create problems.
The other issue with HIPAA is the patient's right to their own medical records. Have you ever called a doctor's office or a hospital and requested records and they told you that you had to have a doctor request those. I have. And it pissed me off. They're my records and I have a right to them. Sometimes that "need a doctor's" request has been used to withhold records to cover up things for which a doctor or hospital could get sued.
The market was not going to solve those problems no matter what rose-colored world you belong to. So now I curse the jackasses who abused the system-leaked info and withheld records-because this is on their back.
Well, there is that, too.
