And read the article again. Texas has fewer entitlements. All their budget cuts, stinginess is at the expense of the poor. So, if you're poor, don't live in Texas! They'd just as soon put you on death row as give you any kind of medical care out of their pockets. I visualize Texas Conservatives walking by a dying man and telling him to die quicker.
