The original report from the CBPP sourced by Krugman is here. I'll leave aside the organization's political leanings for now. Look at the charts and the numbers. See if you can come up with any combination of the charts that adds up to "$25 billion over the next two years" for Texas. Heck, even adding in 2010 doesn't do it.
Most of the column is just blithering, not facts. It is unwise to use Krugman as a source. Like Pelosi, he is just short of collapsing.
