Sure. They can do what California Democrats are doing. Assume the Treasury is infinite, taxes can be raised forever, and that everyone can get everything they want and Somebody Else will pay for it.

Hint: People are moving OUT of California. People are moving INTO Texas.

By the way, are you defining policies "working" as maximum number of entitlements or people dependent on the government?
