You're right about the need for rules and consistency. The HabitableZone boards are very new and they're still evolving norms and standards. I would say that the entire "vote about Bluh" thread was unfortunate, and all replies should have gone to Flame from the very beginning.
Like I wrote to PhilW about EP's posts, it's hard for me to judge from references to them how I'd react. I outlined some tentative thoughts about the criteria for judging whether a thread's become a flame war in my response above to PhilW, and I'd like to discuss them with everybody.
Justin and I were just talking today about setting up two new boards, one for tech support, and the other called "Community" to discuss issues like this. Justin and I are both committed to building a sense of community here, and there's some truth to what you say about not having handled it in the best way possible this time. This is a sort of "two-fer" issue, because the thread originally was about the community-related issue of What to Do With Bluh?.
The first couple of weeks since we opened have been a little rocky, but we do want to work with everybody, and work hard, to get things working smoothly.
