I read one article stating regular condom use would cost 10% of a family's disposable income in some not-unusual economic situation. What wretchedly-poor person would pay that? Some organizations are trying to get people to wash and reuse condoms, not an ideal solution.
The apartheid regime helped kick-start the problem ten years ago by not allowing black male workers to bring their families to live with them.
Promiscuity is much more of a male problem than a female one, other than female prostitutes. Female circumcision (aka female genital mutilation) is also a risk factor. Lack of female empowerment is a huge issue, in fertility rates, in limiting male behavior, and in terms of young teenage girls being married off as third wives to older, HIV positive men.
