I took a look at the video, but I can't quite see what you're talking about. Clinton's wiping his eyes, but the resolution's nowhere near good enough to see whether he's faking it. I'd leave it at inconclusive.
It's hard to disagree with your comments about Clinton's self-management in public. He overdid it, for sure. But to a reasonable degree, that's a useful skill for a public* figure, and certainly in a President who's often Negotiator-in-Chief, squared off against equally adept public figures. The optimum is somewhere between the unselfconscious gauchity of Dubya and the conscious smarm of Clinton.
