Simple solution
A company found hiring illegals should be fined for each one working for them. If they are caught again hiring illegals, then their company should be shut down for one day for every illegal working for them. This would get their attention very fast. As far as them being workers and not terrorists, they are still criminals and should be escorted back across the border.
