Smuggling is always a sign of someone interfering with natural market forces. Your suggestion seems reasonable to me. We need to close off the borders as tightly as we can, and set up some kind of organized "guest worker" identification system that would allow these workers here legally in reasonable numbers without having to make them either citizens or criminals. I'm sure many such ideas have been proposed, but obviously there are major interests in business and politics who prosper from the way things are now.
