If you're talking about the huge load of pork that was hung on various security bills, none of which actually had to do with security, I firmly agree with your assessment.
I also think that the essential coordination of various security agencies--which had been firmly split apart by Congressional action--probably didn't really need a new government department. I could be wrong.
