Science, knowledge and technology are indeed cumulative. Wisdom has to be learned by each individual, and usually isn't.
Therefore the world gets adult weapons in the hands of spiritual children. The system works to hand loaded guns, airplanes, submarines, missiles over to people who have not learned the requisite patience, compassion, and perspective to be trusted with them.
Kennedy and Kruschev are an example of two politicians who did have the ability to handle a crisis. Bush and Cheney are an example of two who didn't.
