There is nothing on the Langley site indicating a Lunar base is the most cost effective method for detecting NEOs. It explicitly states the feasibility of the lunar option depends upon the existence of synergistic infrastructure. It is mentioned as a possibility along with 2 orbital observatory possibilities which many posters here and elsewhere have pointed out have significant advantages including both cost and observational capabilities. As usual it is lumped in with many other projects to justify returning to the Moon.
As usual EP's nonsense can be easily refuted by reading the actual reports available through http://rasc.larc.nasa.gov/rasc_new/index.html
Langley is also researching this:
"Langley plays a key role in NASA’s Mars Exploration Program, building on knowledge accumulated during the Langley-led Viking project, which landed the first spacecraft on Mars. Langley engineers provide the know-how to help missions fly through the Martian atmosphere and to design and test the Earth Entry Vehicle that will bring samples from Mars back to Earth."
as noted at http://www.larc.nasa.gov/research/inside_pages/spacetechnology.htm
