Asteroid detection, exploration & exploitation and the exploration & settlement of Mars does not have to be either or. The human race can do both.
The first thing we should do is study the asteroids with two goals in mind. 1. figure out how to keep them from hitting the Earth, or any other world humans settle on. 2. learn what resources they how, how we can process them and how we can use them in space for space exploration and settlement.
The best way would be to mine them until there is nothing left of them to be a threat.
Asteroid material could be used to support a spaced based industry for building space ships, probes, or whatever we need for space exploration and settlement. This would make Mars and the rest of the Solar System more accessible and more affordable.
But it will not happen overnight. And to do these things, the human race needs to develop some vision and some patience.
