The real truth is that you could multiply the effectiveness of current NEO detection programs by many times with the addition of very little money and without space observatories. A number of excellent Earth-based programs are squeaking by on little or no funding. Additional funds, and the construction of some more Earth-based observation facilities, would go a very long way toward improving our detection capabilities.
