Believe me...
Raining some burnt plutonium on a city is highly preferable to a nuke going off in the center of it, by almost any possible measure.
It would be very unlikely that a warhead vaporized at any significant altitude would continue on the same trajectory anyway. The debris would fall somewhere else.
