Almost all defensive technology assumes you have some kind of resources on the scene before the fact. That's up to the strategic people to figure out.
Once the technology matures, I can think of many uses. Replacing the naval Phalanx guns, for one thing. An aircraft carrier with a nuclear power plant might really love a couple of these things on board.
