I do NOT know the ABL power level, I can guess it is in the 100 kW range or more....
I doubt, given the beam diameter, that ionization of the air is a factorI am willing to bet they use adaptive optics to project the beam.....(I am unsure how much is ok for me to tell, the ABL will work, it is just not practical)

I have played with petawatts, I do not claim to be an authority, but I do think common sense says the ABL is a waste of money... just my 2 cents
