It's not just empty of any useful information, it shows up in exactly those situations when people need to convey as much information as possible as concisely and quickly as possible. But noooo, the laconic fool makes you ask WTF he means by "situation". If I were in charge I'd train my crew to drop the macho posturing and just effing report the information without delay.
I'd like to think it's just an artifact of clueless scriptwriters, but life tends to imitate art. It sounds so cool when the square-jawed hero growls it out with barely a twitch of the lips, and real-life soldiers and first-responders and the like are only human--they have egos that can be stroked into imitation. But in real life a verbal tic like that could get somebody killed when time is critical.
