Sure, take out the cell phone repeaters
Very few cell phones use satellites like Iridium. All of the rest use repeaters that are normally mounted on towers or high on buildings. It makes sense that Afghanistan is heavily dependent on cell phones since most of what little communications infrastructure they ever had was destroyed by the Soviets. Rather than spending a lot of money they didn't have rebuilding land lines, it would be a lot more cost effective to set up cell phone repeaters. Take out the repeaters and you'll have taken out a high percentage of their communications infrastructure.
