<I suggest that just as the primary budget and responsibility of military ops rightly belong to the US as the attacked nation, let the budget & responsibility for nation govt rebuilding come from the UN, with minor US participation.
Phil, as you know, the UN is known to be very slow. Such a plan may be in the works... I just wish they would speed things up a bit. Not because of my and your impatience, but so that the scales can be leveled and not topple them back or to an even worse case than before.
