The stealth programs, both the B-2 and F-117, were started under the Carter administration. The stealth program began around 1977 with HAVE BLUE. It was so successful that the F-117 was ordered in 1978. The prototype flew in 1981.
One of Carter's reasons for cancelling the B-1 was the huge potential of stealth. The B-1A that was under flight test during his administration had 1/10th the radar cross section of the B-52 (which has an ENORMOUS RCS). The B-1B that Reagan revived incorporated new stealth improvements to cut the RCS by another factor of 10. The B-2 has an RCS several orders of magnitude less than the B-52 or B-1B.
Now, later on during Reagan's and Bush's (41) administrations, many Democrats did actively oppose the stealth bomber and several other military systems currently in use in Afghanistan.
