Your comments ring true to my understanding of events, with the following exceptions.
First, Reagan raised the issue of Carter's cancellation of the B-1 in the campaign. My understanding of events is that Reagan was briefed on the stealth bomber program but nonetheless continued his public criticism of the cancellation of the B-1.
Upon entering office, Reagan then re-competed the stealth bomber contract, awarding it to Northrup, at a time when Lockheed already had a much cheaper to build stealth bomber flight tested and in limited production.
Finally, I don't think tha tthe members of Congress had been briefed on stealth until well after they made the decision to build the B-1.
Of course, it will take a close examination of the Presidential archives to determine the facts.
