Not that Lay was "Kenny Boy" to WJC as he was to GWB, the energy producers clearly had a few seats at the table. It's just that there were some others, too.
And, the implication of your post was that no one other than the producers need be considered when formulating policy. (I'm not saying that anyone is completely, blindly, blatantly brainwashed, only that this is what it would look like.)
