Why do you suppose there is civilian control of the military?? Perhaps because there are more interests in war POLICY than that of the Army, Navy, Marines, Air Force and Coast Guard?
There is clearly more to energy "POLICY" than just production. The effects of production, and of various means of production, to name just a couple are legitimate public concerns. At least other interests should be heard.
The supply of energy shapes the entire country. It provides directions for growth, production of all kinds, where people will live, and how they live. It's not just a matter for the producers.
Now, Bush-Cheney don't think so, I realize. But the same reasoning would leave civilians out of the loop in the application of military forces. After all, what do civilians know fighting a war?
This is another one which is a clear slap in the face to the public, and it takes a blind "party liner" to not see that. Hard for me to see that thinking people are afraid of input to the system on a matter such as this.
