"Insufficient evidence to prosecute" a sitting president...

is hardly what I'd consider an exoneration. It takes a hell of a lot to prosecute a sitting president, especially when people like Susan McDougal are willing to sit in jail rather than testify and others flee the country. Personally, I don't think someone who obstructed justice is worthy of any credit at all unless you consider shitting on us all and laughing about it is creditworthy.
