Re: your observation about the quality of the law:
Ulysses S. Grant, in his First Inaugural Address, said, "I know no method to secure the repeal of bad or obnoxious laws so effective as their stringent execution." It would appear that the Republican members of the FEC are doing their best to make their interpretation of enforcement meet President Grant's recommendations.
