I agree with your Euro Assessment.

I think the Euorpeans were afraid to take on the problem without Washington: If the whole thing went bad...really bad...Then they could blame the whole mess on Clinton and the Bloodthirsty, Warmongering, Americans...

Now their Afraid to join Washington to take on Iraq.

See any trends here regarding the Europeans and fear?
