imho, clinton in Kosovo was simply expressing the same immaturity he did about all foreign affairs and security issues he did throughout his tenure.
He was alternatively naive (like Somalia) abrupt (like the feeble cruise missle attacks allegedly against Al Qaida) or grandstanding (like he did so tragically with Israel and Palestine).
Kosovo was an example of where he just went off and did something without consultation with congress.
You might have missed it but President Bush is not simply deciding to go an bomb Iraq. He has put both sides of the case into the public square and has allowed a vigorous debate.
Unlike clinton.
