Re: First things first . . .

Iraq:
* Roust the bad guys -- cautiously, so as not to piss off the good guys
* as this dies down, instill a kind of trust with the good guys (civilian population)
* as this grows, expand to restoring industry and homes, building up agriculture
* as this is accomplished, restore/improve the oil fields
* as these roll commerce through the land, expand mining (how many have forgotten the jewels of Persia?)
* take a step back and see how it looks

or, and per U.N. Resolutions:
* Hussein agrees to unconditional cease fire (resolution 687 called for Iraq to cease fire at the end of the Gulf War, but the US/UK air craft and monitoring equipment are continuously under fire from Iraqi ground forces) [687]
* Hussein agrees to reimburse the U.N. for expenses incurred in the matter of mediating Iraq’s international affairs [699]
* Hussein agrees to disclose all government and personal funds, detailing amounts and locations [706]
* Hussein agrees to allow inspection flights (see 687 above) [707]
* Hussein agrees to all governmental funds, rights, and duties [712]
* Hussein agrees to provide for his people in accordance with HIS oil for food agreement [715]
* Hussein agrees to unlimited inspections for the purpose of the destruction, removal or rendering harmless of all forms of WMD

Actually, a war might be economically better for Iraq than surrender...

Afghanistan is a bit nastier. Her cities are not intact, her industry is all but nonexistent, and her people have been nearly beaten to death. The destruction of the land and the soul of Afghanistan has accumulated over decades. We’re doing what we can now to rebuild the country (hardware, folks, not software). We’re providing medical supplies and construction tools for the people, as well as attempting to build a peaceful environment in which they might be able to, at long last, take breath, regroup, and succeed. There’s not really a lot more we can do for them.
