Voting machines
It's not surprising that replacing simple punch cards with computer systems results in a more complicated and difficult voting procedure. I can only imagine that the voting reformers were attracted to the biggest, shiniest, and most expensive system.
Might have been a lot easier just to rework the punch card format to make it easier to read, and train voters on both punching procedures and more importantly, inspection of the ballots when done to make sure that there are no hanging chads, or that there are no mistakes requiring one to get a new ballot (available by simple request at the polls.)
