It stands to reason that some MIAs will eventually be heard from again. An MIA who is a megalomaniac and the leader of a globally operated terror organization should have been heard from by now.
As for Interpol's interpretation, with no corpus delecti* so to speak, policy insists that the search for this "most wanted" individual simply must continue. I agree.
