I looked Terrell E. S. Arnold up in the July 1974 issue of the State Dept. document "The Biographical Register". That was the last issue of the Biographical Register where it was possible to lookup embassy staff and determine if they were spooks, diplomats or simply support staff. Some spooks were murdered shortly after then because of security holes like this one. Terrell Arnold was born 14 Dec 1925. He served in the US Navy during WW-II. He later worked as a school teacher until 1956. He then changed careers and became a government accountant. He attained a State Dept. rating of R-8 in Oct 1957. He then went O-8 in Dec 1957. This quick transition from R-8 to O-8 means he really was a State Dept. employee and not with the CIA. This is important because we can take him at face value. He worked in Cairo, Egypt as an economics official. He rose quickly through the ranks as an economics official and became deputy chief of mission in Colombo, Sri Lanka. He spent some time at the National War College in August 1970.
I would conclude that Arnold was a mid-level manager in the State Dept. who had lots of field experience specializing in foreign aid programs.
