I disagree with the two premises completely
Fighting terrorism is not adopting the rules of terrorists
And terror can be and has been stopped by means of military action.
All killing is not terrorism.
All war is not evil.
And if you look at the way the US ended the moslem terror war in the PHillipines at the turn of the last century, our military action most certianly worked.
And in Nicaragua, we ended Sandino's war very well by way of military action.
That we ended up with Samoza was eventually a tragedy but for many many years it worked well.
Appeasement, as France and Russia have found out recently does not work. Nor does negotiation.
