Neither does appeasement nor diplomacy
The State Department guy is quick to say what he thinks won't work. He's not too forthcoming on what he thinks will work. Cowering on the ground begging a bully to stop picking on you doesn't work either.
Perhaps military action can't stop terrorism. However, killing a lot of terrorists can make the career seem less attractive. It also can thin out the talent pool.
