Terrorism is the invisible enemy that never disappears. It is the perfect threat to hold the nation together and justify the attempt to bully the rest of the world.

For one moment reflect on the Bush aministration's failure to build a coalition and find agreement for invading Iraq. Using the US treasury to bribe nations to join our side has failed. Using the political powers of persuasion of Powell and Rice has failed.

Now let us look at Bush himself said about this:

>"One of the tests of a leader is to convince your allies what's right and what's wrong. And that's what a leader does. A leader builds up alliances."
