Gingrich was rightly slammed because he shut down the government over minor issues not major ones. Clinton was not proposing major changes that would ballon the deficit like Bush has. Gingrich was just throwing a fit to have his way. Remember Gingrich lost and we ended up with surpluses. History has judged Gingrich fairly for over reaching just as it judged Clinton a failure on healthcare for over reaching. I would have voted for Dole if he would have shown any desire to put distance between himself and Gingrich. I could not vote for him with the worry that Gingrich would have free reign.
To be fair to Bush his tax cuts would not have ballooned the deficit if it weren't for the recession and modest increases in spending, but we were due for a recession. However, it was just plain silly to run projections without any recession to justify a tax cut. It was also fiscally irresponsible to push tax-cuts ahead of reducing our massive nonproductive expenditures on the interest on the national debt. No interest payments would mean a big drop in our yearly expenditures and a sound justification for tax cuts.
