Just because we have the ability to attack Syria and Iran doesn't mean that we will use it: But it does mean that Syria and Iran will be forced to allow a peaceful Iraq to develop.
If we pulled out of Iraq immediatly, we would leave a power vacuum that Syria and Iran would try to exploit. And it appears that they are already making moves to undermine the new Iraqi government before it is even set up.
As long as American troops are present, these anti-Iraq (and Anti-peace) moves will be checked. If Syria or Iran over-steps in attempting to undermine the new iraqi government then they will be whacked.
So an American presence in a Democratic and peaceful Iraq will be one more insurance policy for peace in the Middle East: War could still break out, but it will be less likely than ever before.
