And that was supposed to be discouraged by the show of American might.
The point is not that there was terror before. The point is, there wasn't supposed to be terror afterward, according to certain political prophets.
The point is, military action, though it can disrupt supply lines, is no deterrent. One more way in which the practice of pre-emptive strike hasn't pre-empted.
If one kills the elephant to destroy the mites, the mites jump to another host and the elephant killer has a dead elephant to clean up after.
