Raoul's point was the terrorism would increase- it hasn't. No one promised that all terrorism would stop, not even when we have finished this war on terrorism which no one has claimed is complete.
One problem is you might be confusing this war with past "wars" like War of Poverty. This is actually a war started by a group of people using terror as means to bring about a miltary objective- the disruption of the world economy- yeah, same goal as those on the Radical Left. This type of terrorism is not the same, as the old type of terrorism: kill people or threaten to kill people, to call attention to some political cause. OBL's cause is return to 11th Century- rid the world of western culture. Return to the glorious days, before those vermit infidels from the west "took over the place".
So our focus is to get these wackjobs who have the means and intent to first, disable the "infidels" and also kill as many "infidels" as they can in the process. An example of what would be "really good" would a plague that kill 90% of Americans, and even if it spilled over to kill 80% of the world population- the problem is they lack the means, not the will. Now, a plague that only killed 10% of American would be considered a good start and might be "good enough".
