Hard to say exactly, but there is a lot of military field equipment and supplies the Iraqis attempted to bury in order to keep stuff from being found and/or looted. The buried "labs" are just two of many things that had been quickly buried as the war rapidly progressed.
These "labs" now appear to have not been "labs" at all but rather mobile devices for producing hydriogen for field artillery balloons. Our own military possesses similar, but essentially unused equipment. We've mainly used helium for such balloons in the past, but we manufactured about a dozen such "labs" to produce hydrogen for locations where helium would not have been accessible.
Implying some other sinister purpose just because they were buried seems to me to be grasping at straws.
